{"id":27400389,"date":"2026-06-16T18:48:15","date_gmt":"2026-06-16T08:48:15","guid":{"rendered":"https:\/\/nsw.nteu.au\/council\/?p=27400389"},"modified":"2026-06-16T18:53:09","modified_gmt":"2026-06-16T08:53:09","slug":"wsu-hearing-exposes-the-damage-caused-by-crisis-governance","status":"publish","type":"post","link":"https:\/\/nsw.nteu.au\/council\/news\/wsu-hearing-exposes-the-damage-caused-by-crisis-governance\/","title":{"rendered":"WSU hearing exposes the damage caused by crisis governance"},"content":{"rendered":"<h3><span class=\"s1\"><b>CSU starts the day<\/b><\/span><\/h3>\n<p class=\"p2\">The hearing began with Charles Sturt University Vice-Chancellor Professor Ren\u00e9e Leon, who was pressed on CSU\u2019s savings program, consultant spending, course cuts, council governance and executive pay.<\/p>\n<p class=\"p2\">CSU is a regional university with a vital public role. It trains nurses, teachers, health workers, dentists and other workers regional communities rely on. But the evidence also showed familiar problems: claims of financial pressure, reduced on-campus offerings, significant consultant and marketing spend, and change programs that fall heavily on staff.<\/p>\n<p class=\"p2\">The Committee also pressed CSU on governance. Professor Leon confirmed that council meetings are not open to the public, full minutes are not published, and elected staff and student representatives do not sit on council committees. That is exactly the kind of structure this inquiry has been testing: major public institutions making major decisions through closed systems, with elected staff and student voices kept at the margins.<\/p>\n<h3><span class=\"s1\"><b>WSU executives questioned over Reset<\/b><\/span><\/h3>\n<p class=\"p2\">The main focus of the day was Western Sydney University.<\/p>\n<p class=\"p2\">Chief Operating Officer Bill Parasiris and interim Chief Financial Officer Mario Milanovic were questioned about WSU\u2019s Reset program, consultant use, redundancies, wage underpayments and the financial narrative used to justify major change.<\/p>\n<p class=\"p2\">Reset was presented as a program to make the university \u201cfit for purpose\u201d and financially sustainable. But under questioning, that language did not get much clearer. The Committee repeatedly tried to pin down what problem Reset was designed to solve, how the financial case changed over time, and what evidence was used to justify a process that originally raised fears of up to 400 job losses.<\/p>\n<p class=\"p2\">WSU said there were ultimately 187 redundancies, all voluntary, with around $74 million spent on redundancy payments in 2025. That outcome matters. NTEU members fought for, and secured, a commitment to no forced redundancies. That was a major protection for staff. But it does not remove the deeper governance problem: staff were still put through months of fear, uncertainty and disruption based on a financial story that later appeared to shift.<\/p>\n<h3><span class=\"s1\"><b>Wage theft and consultants under scrutiny<\/b><\/span><\/h3>\n<p class=\"p2\">One of the sharpest parts of the day concerned wage theft.<\/p>\n<p class=\"p2\">WSU\u2019s provision for wage underpayments has grown to around $29 million. The Committee questioned why staff were still waiting for money they were owed while the university continued to spend large sums on consultants. Mr Parasiris apologised and said the university wanted to remediate correctly, but the exchange cut to a basic point: when universities underpay workers, repayment should not move slower than restructure programs, consultant contracts or executive priorities.<\/p>\n<p class=\"p2\">Consultant spending was also closely examined. WSU tabled a list of its top consultant engagements, and the Committee pressed management on KPMG, PwC, Deloitte, CrowdStrike, CyberCX and other firms. Some spending related to cyber and data breach response, but the broader issue remains. If consultants are used to shape restructures, workforce design, payroll remediation or financial modelling, staff and the public should know what was commissioned, who did the work, what it cost, and how the advice was used.<\/p>\n<h3><span class=\"s1\"><b>Academic governance and what cannot be seen<\/b><\/span><\/h3>\n<p class=\"p2\">The hearing then heard from Professor Robert Mailhammer, Chair of Academic Senate, and Associate Professor Mourad Tayebi, a member of Academic Senate.<\/p>\n<p class=\"p2\">Their evidence showed another part of the governance problem. Academic Senate has responsibility for academic standards, policies, awards and academic risk. But the wider university system contains bodies, processes and decision-making structures that are not always visible to staff.<\/p>\n<p class=\"p2\">Professor Mailhammer put the issue plainly: \u201cWe can\u2019t monitor what we don\u2019t see.\u201d That should be a guiding principle for reform. Staff and students cannot have confidence in university governance if major decisions are made through structures they cannot properly see, understand or test.<\/p>\n<h3><span class=\"s1\"><b>NTEU WSU members put the crisis narrative on trial<\/b><\/span><\/h3>\n<p class=\"p2\">The NTEU session was one of the most important of the day.<\/p>\n<p class=\"p2\">Dr David Burchell, WSU NTEU Branch President, appeared with David Maurice, Data Platforms Manager and NTEU member. Dr Burchell said he spoke \u201cin sorrow rather than anger\u201d, as someone who has worked at WSU since 1993 and regards the university as part of his life.<\/p>\n<p class=\"p2\">His central evidence was devastating: the Reset restructure was never clearly, or perhaps honestly, explained; the university community was kept in the dark; and the financial crisis narrative did not withstand scrutiny. He told the Committee that 2025 looked like an ordinary year for WSU, except for one aberrant student load forecast. Staff with access to live student data could see numbers were fine even while official messaging suggested crisis.<\/p>\n<p class=\"p2\">That is how trust gets broken. Not only through job losses, but through the feeling that numbers are being used to create a story staff know does not match the facts in front of them.<\/p>\n<p class=\"p2\">Dr Burchell also gave credit where it was due. The Vice-Chancellor accepted the union\u2019s demand for no forced redundancies, and every member whose job was disestablished and who wanted a role in the new structure was found one. That shows union organising can materially protect jobs. But it also shows why staff should have a stronger voice before crisis settings are imposed, not only after the damage has begun.<\/p>\n<h3><span class=\"s1\"><b>Nirimba and the public mission of WSU<\/b><\/span><\/h3>\n<p class=\"p2\">The hearing also heard from Blacktown MP Stephen Bali, who focused on the closure and decline of the Nirimba campus.<\/p>\n<p class=\"p2\">His evidence went directly to WSU\u2019s public mission. Western Sydney University exists to serve Western Sydney \u2014 not just in name, but in place. Nirimba provided a gateway into higher education for Blacktown students, including students using pathway and diploma programs to enter university.<\/p>\n<p class=\"p2\">Mr Bali described students being told they would have to continue at the Sydney campus, far from Blacktown, and said there had been no proper consultation with local MPs or the community. Closing or hollowing out a campus is not just an internal operational decision. It is a public decision about who gets access to higher education, where, and on what terms.<\/p>\n<h3><span class=\"s1\"><b>George Williams pressed on public trust<\/b><\/span><\/h3>\n<p class=\"p2\">The final WSU session heard from Vice-Chancellor Professor George Williams.<\/p>\n<p class=\"p2\">Professor Williams strongly defended WSU\u2019s public mission, pointing to the university\u2019s high numbers of first-in-family, low-SES, multilingual and Indigenous students. That evidence matters. WSU serves communities that have too often been excluded from higher education, and its public purpose is real.<\/p>\n<p class=\"p2\">But the Committee also pressed him on whether the university\u2019s actions matched that mission. Professor Williams defended Reset as necessary and said WSU had been hit by international student caps, domestic recruitment pressures and major cyber costs. He also said the university had cut senior roles, reduced expenditure line by line, saved $23 million outside redundancies, and ultimately reached a jobs guarantee with the union.<\/p>\n<p class=\"p2\">Those points are significant. But they do not resolve the bigger issue. WSU still put staff through a major restructure, still faced serious questions about shifting financial narratives, still has a large wage theft remediation problem, and still needs to explain how decisions made in the name of public education were tested against the interests of staff, students and Western Sydney communities.<\/p>\n<h3><span class=\"s1\"><b>Why NSW Government action is required<\/b><\/span><\/h3>\n<p class=\"p2\">This hearing showed why NSW Government action is required.<\/p>\n<p class=\"p2\">WSU\u2019s evidence exposed the danger of crisis narratives that shift over time, consultant spending that remains hard to follow, wage theft remediation that drags on, and governance structures where key decisions are not transparent enough to the people affected by them.<\/p>\n<p class=\"p2\">CSU\u2019s evidence showed the same problem in regional form: public mission on one hand, but closed council processes, reduced on-campus offerings and change programs affecting professional staff on the other.<\/p>\n<p class=\"p2\">NSW needs modern university Acts with enforceable public-good duties, stronger financial reporting, transparent disclosure of consultant inputs, mandatory reporting on wage underpayments and remediation, Auditor-General performance audits, and councils with majority elected staff and student representation.<\/p>\n<p class=\"p2\">The lesson from WSU is clear. A public university cannot serve Western Sydney if staff, students and communities are kept guessing about the real reasons for change. Trust is not a communications problem.
